Single family offices already operating in Singapore must notify the Monetary Authority of Singapore (MAS) by 15 June 2027 under a revised licensing exemption framework that took effect on 15 June 2026.
In short: A single family office (SFO) manages assets only for one family. Under the framework, qualifying SFOs are exempt from licensing but must notify MAS, keep an account with a MAS-licensed bank and file a simple annual return. With about seven and a half months left on the one-year transition, existing offices should check whether they meet the conditions.
TL;DR
- The revised framework took effect on 15 June 2026, and existing SFOs have one year, until 15 June 2027, to comply, according to MAS.
- New SFOs file a notification within 14 days of starting operations, and all SFOs file an annual return within four months of financial year end, per law firm Baker McKenzie.
- SFOs that relied on Section 13O or 13U tax incentives may need a fresh legal opinion, because the new regime adds criteria, per Baker McKenzie.
What changed on 15 June 2026?
MAS announced the revised framework in June 2026, and its release describes it as "structure-agnostic", giving a straight-through class exemption from licensing for qualifying SFOs. Baker McKenzie says it took effect under the Securities and Futures Act 2001 and harmonises the criteria for the SFO exemption while addressing money laundering risk in a proportionate way. The framework follows a public consultation and MAS's November 2024 response to industry feedback, per Allen and Gledhill. MAS's release page does not list numerical thresholds such as a minimum amount of assets.
Who qualifies as a single family office?
According to Baker McKenzie and Allen and Gledhill, an SFO may manage assets only for family members, charities funded exclusively by the family, and key employees such as executive directors, the CEO, the CFO and investment professionals. Key employee assets are capped at 10% of total assets under management, and key employees may hold up to a 10% non-controlling stake. The SFO must be incorporated in Singapore, may be held through a trust, foundation or other structure if funding comes only from the family, and must always have a designated employee who is ordinarily resident in Singapore. Baker McKenzie notes the family can span lineal descendants of a common ancestor no more than five generations removed from the youngest generation setting up the SFO.
What do SFOs need to file, and by when?
New SFOs starting operations from 15 June 2026 file an SFO Notification within 14 days, and existing SFOs operating under a licensing exemption file by 15 June 2027, per Baker McKenzie. The notification includes the SFO's name, entity number, financial year end, total assets managed in Singapore dollars, the names of MAS-licensed banks, a contact person and a declaration signed by a contributing family member and a director. The SFO and each fund vehicle need an account with a MAS-licensed bank, though foreign fund vehicles may use a bank in a jurisdiction consistent with Financial Action Task Force standards. Annual returns are due within four months after financial year end with no extensions, and state total assets and the bank's name.
Why it matters for families and advisers
The deadline gives existing offices a defined window to confirm their structure, ownership and bank arrangements fit the conditions. Baker McKenzie says SFOs that previously obtained Section 13O or 13U tax incentives with a legal opinion must obtain a new one referring to the SFO exemption. MAS generally will not grant case-by-case exemptions except for exceptional reasons, per the same source.
